The proposed claim would work in the following manner: <br />. when actual streamflow is less than QUI the actual streamflow would be claimed; <br />. when actual streamflow equals or exceeds Qu but is less than Qu. Qu would be claimed.; <br />. when actual streamflow equals or exceeds Q12 but is less than QAt Q12 would be claimed; <br />. when actual streamtlow equals or exceeds Q" but is less than QUI a percentage of the <br />streamflow based on the following formula would be claimed; and <br />claimed flow = Q" + (actual streamllow - Q,,) x (actual streamflow - Q,)I(Q... - Q.J <br />. when actual stream flow equals or exceeds Qu. the actual streamflow would be claimed. <br /> <br />The recommended claim is displayed using annual hydrographs from USGS stream gage <br />records. See Figures F and G. The Piedra River at Piedra station was used to determine and <br />display the mechanism of the claim at the quantification point at the lower wilderness <br />boundary, and lhe sum of the Piedra River, Weminuche and Williams Creeks at Bridge Ranger <br />Station records was used for the quantification point at the upper wilderness boundary. Points <br />of diversion for established water righu are located. above the upsueam gages and those rigbu <br />were exercised. during the period of record used. for analysis. Therefore, the levels of flow <br />recorded by those gages is the quantity of waler unapproprialed at the upper boundary of the <br />wilderness. Williams and Weminuche Creeks) <br /> <br />Table 3 <br /> <br />Instream flow requirements at any point along the Piedra River and its named and unnamed <br />tributaries within the proposed wilderness would be determined in a manner like that described <br />in the preceding paragraphs. The following quantification points are recommended for the <br />Piedra River within the proposed wilderness: <br />. Piedra River at the downsueam wilderness boundary in Section 20. T35N. R4W; <br />. Piedra River above the contluence with the First Fork; <br />. First Fork at its confluence with the Piedra River; and <br />. Piedra River at the upstream wilderness boundary in Section 18. T36N. R3W. <br />The claim would apply upstream to the next quantification point or the wilderness boundary. if <br />an upstream quantification point has not been established. <br /> <br />Page 14 <br />
