The reservoirs
are ranked in descending order by the size of the
current surface area. This ensures that the
reservoirs to be called upon are those that will
lose the least head in meeting the need.

Subroutine ELTlME computes the time in seconds
used by the central processor since the last call
to the subroutine.

Subroutine ENDOF puts the data at the end of a
specified month (usually Sept.) into locations
l2, 24, etc. in the ZLIST array for TAPEDIT.

Subroutine FLOOD distributes flood control re-
leases from Lake Mead to CAP and MWD.

Subroutine FLOWHT accumulates the salt mass and
flow at selected points for computing a
flow-weighted average of the salt concentrations
at the end of each year.

Function FOFX evaluates polynomial equations up
to the fourth degree, given the coefficients and
variable.

Subroutine FORCST ~omputes the release and
drawdown needed to accommodate the forecasted in-
flow to Flaming Gorge, Blue Mesa, and Navajo Res-
ervoirs. The forecasted inflow is based on a
percentage of the actual inflow from the hydrol-
ogy input file and a percentage of the average
virgin inflow. These percentages change each
month. The subroutine is called in months
January through July.

Subroutine GETFLO reads and accumulates hydrology
data. At the beginning of each year, the subrou-
tine reads and sums the total monthly inflows for
months 4, 5, 6, or 7 through month 7 at reser-
voirs for which a spring runoff prediction. is to
be made.

Subroutine HYDRBAL hydrologically balances the
system each month. It processes all inflows, de-
mands, reservoirs, and return flows. It calls
other subroutines to locate and route water from
reservoirs to meet deficits, if possible, or com-
pute shortages, if not possible.

6
