<br />:J'. <br />t;~. - <br />;" <br /> <br />.' ...: <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />IN THE PROCEEDINGS BEFORE THE <br /> <br />\N)\'p:,!:, t', ,,,. <br /> <br />WATER QUALITY CONTROL COMMISSION <br /> <br />APR2 61~al <br />8)1~Ql"J.~ \I'WU1UiIJ..Ii'WN <br /> <br />IN THE I1ATTER OF THE <br />COLORADO RIVER <br />SALINITY STANDARDS <br /> <br />) <br />) <br />) <br /> <br />REQUEST FOR PARTY <br />STATUS OF ~HEVRON <br />SHALE OIL Cbm>ANY . <br /> <br />~'. ."'.. ~~.,- <br /> <br />COMES NOW, the Chevron Shale Oil Company (Chevron) by and <br />through its attorneys, Saunders, Snyder, Ross & Dickson, P.C., <br />and requests the Commission to grant it party status for the <br />rulemaking hearing on the proposed regulatory revisions to <br />Section 3.9.5 of the Colorado River Salinity Standards in <br />accordance with the notice of public hearing before the <br />Colorado Water Quality Control Commission dated February 17, <br />1982 and pursuant to C.R.S. 1973, 24-4-103, 25-8-101, et seq., <br />and Section 2.1.7 of the "Procedural Rules for All Proceedings <br />Before the Commission". As grounds, therefore, Chevron states <br />that it has water rights and interests in the Colorado River <br />and its tributaries and in oil shale properties which may be <br />affected by these proceedings. <br /> <br />Chevron supports the principle adopted by the Colorado <br />River Salinity Control Forum of establishing necessary salinity <br />standards applicable at certain points in the Lower Colorado <br />River Basin, while at the same time assuring full development <br />of Colorado River Interstate Compact apportioned waters and <br />protecting water rights. Chevron also endorses the concept <br />of addressing salinity in the Colorado River through the basin <br />wide approach. Chevron is concerned about the administration <br />of the "no-salt discharqe" POllCY and the POllCY for the use of <br />brackish and/or saline waters for industrial purposes. The <br />Commission is urged to assure that these policies are imple- <br />mented only to the extent that they are technically, economi- <br />cally, and legally possible.
