As grounds, therefore, Chevron states
that it has water rights and interests in the Colorado River
and its tributaries and in oil shale properties which may be
affected by these proceedings.

Chevron supports the principle adopted by the Colorado
River Salinity Control Forum of establishing necessary salinity
standards applicable at certain points in the Lower Colorado
River Basin, while at the same time assuring full development
of Colorado River Interstate Compact apportioned waters and
protecting water rights. Chevron also endorses the concept
of addressing salinity in the Colorado River through the basin
wide approach. Chevron is concerned about the administration
of the "no-salt discharqe" POllCY and the POllCY for the use of
brackish and/or saline waters for industrial purposes. The
Commission is urged to assure that these policies are imple-
mented only to the extent that they are technically, economi-
cally, and legally possible. Additional comments will be
provided by Chevron at the hearing.

Respectfully submitted this

By
Eug
Martha Phillips Fe' n,
SAUNDERS, SNYDER, ROSS &
DICKSON, P.C.
802 Capitol Life Center
Denver, Colorado 80203
Telephone: (303) 861-8200

Attorneys for the Chevron
Shale Oil Company

14'4
