<br />00:964 <br /> <br />There should be no conflict between the management of the Wildlife Refuge and <br /> <br />Wild and Scenic River classifications since the wild and Scenic Rivers Act <br /> <br />specifically states: <br /> <br />Management plans for any such component may establish varying <br />degrees of intensity for its protection and development based on <br />the ,special attributes of the area. <br /> <br />Both the Green and Yampa should be classified as wild. There are only two <br /> <br />possible conflicts with this designation on the Green, the road to Echo Park <br /> <br />campground, and a small electric pump in Island Park. The Echo Park road is <br /> <br />not easily visible from the river and does not disturb the wild character of the <br /> <br />river. The guidelines say, liThe presence of one or two inconspicuous roads leading <br /> <br />to the river area will not necessarily bar wild river classification." We do not <br /> <br />recommen~ closing this road if the river is designated wild. There are many <br /> <br />unusual and beautiful sights along the road, not the least of which is Echo Park <br /> <br />itself .' <br /> <br />The electric pump is also a very minor intrusion, and does not destroy the <br /> <br />"essentially primitive" nature of the shoreline. <br /> <br />The major nonconformity on the Yampa is the old car dump on the Mantle Ranch. <br /> <br />Since this is,private land, the Park Service can]not control this situation. How- <br /> <br />ever, even if the Mantles choose not to remove the cars, we feel this is a minor <br /> <br />detraction, and exception can be made. <br /> <br />The Deerlodge Park road is the same sort of situation as the Echo Park road. <br /> <br />It is necessary to provide boater access and is not a significant intrusion. <br /> <br />The campgrounds along the rivers are not a problem for classification. <br /> <br />The guidelines state: <br /> <br />Simple comfort and convenience facilities, such as fireplaces, <br />shelters, and toilets, may be provided for recreation users as necessary <br />to provide an enjoyable experience, protect popular sites, and meet the <br />management objectives. <br /> <br />,Study Enlargement <br /> <br />There are several sections of both rivers that were left off the study <br /> <br />that are worthy of consideration for inclusion in the Wild and Scenic Rivers <br />
