<br />D\J1.01S <br /> <br />. <br /> <br />. <br /> <br />"Resource Category 2" habitats are basically defined to be "of high value for <br />important species" and are "relatively scarce or becoming scarce in the ecore-- <br />gions of concern." Replacement of these habitats should be accomplished so that <br />no net loss of in-kind habitat value results. Replacement may involve di.fferent <br />kinds of habitat provided that the total value of the lost habitat is replaced. <br /> <br />Replacement of the habitat value of .the 8,f,60 acres of affected wetlands in the <br />project al'ea will be accomplished as follows: <br /> <br />1. Improve 1,500 acres of low habitat value wetlands on the northern <br />portion of Alamosa N,yR to high value wetlands with 2,300 acre-feet of water <br />annually. <br /> <br />2. Improve 2,874 acres of low- to mid-habitat value wetlands on the <br />southern and middle portions of Alamosa l~m to high-value we tlands wi th 3,000 <br />acre-feet of water annually. <br /> <br />3. lbintain and improve 198 acres of existing wetlands of varying habitat <br />value on Blanca lIRA with 891-acre-feet of water annually. <br /> <br />f,. Improve and maintain 890 acres of low-habitat value wetlands at <br />San Luis Lake to high-value wetlands with an average water Elm, of 4 ft3/s. <br /> <br />5. <br />purchase <br />rights. <br /> <br />Improve 2,998 acres of existing wetlands in the Russell Lakes area by <br />in fee and management of such lands along with appurtenant water <br /> <br />The water provided annually to Alamosa M,R will consist of 4,500 acre-feet <br />from the project conveyance channel plus 800 acre-feet of "ater right trans- <br />ferred .from the adjudicated water rights on the E<nperious Estate lands (see <br />section III-G below). Hater provided annually to Blanca Hl1A will be compnsed of <br />800 aCte.-f22t fro\:'\. the project conveyance chann~~l and 307 acre--.fcet of adjudi- <br />cated water right from the H. 1/2 sec. 4, T. 38 N., R. 12 E. The total amount <br />of water that will be annually removed for mitigation from the conveyance chi"1- <br />nel will be 5,300 acre-feet. The remaining 1,107 acre-feet of water annually <br />required for mitigation will be obtained from land purchases along with appur- <br />tenant water rights.
