Problem~ Federal water resource planning is oriented to construction <br /> <br /> <br />projects rather than to comprehensive management' of the <br /> <br /> <br />nation's water resources by all alternative means. This <br /> <br /> <br />orientation has precluded the use of nonstructural <br /> <br />measures such as flood plain management and pricing <br /> <br />policies, and has, therefore, resulted in projects that <br /> <br />are not as effective, efficient or enVironmentally sound <br /> <br />as otherwise possible. At best, non-structural alternative~ <br /> <br />do not get a demonstrable consideration as structural <br /> <br />measures are considered and authorized. <br /> <br />Ootions: a. <br /> <br />Equalize Federal cost sharing for structural and <br /> <br />nonstructural Ineasures to meet all Federal objectives. <br /> <br />Favor implementation of nonstructural measures <br /> <br />b. <br /> <br />through differential Federal cost sharing policies. <br />c. Require the presentation of nonstructural or total <br /> <br />water management alternatives whenever a structural <br /> <br />project is recommended. <br /> <br />d.
