Establish a uniform procedure to limit the amount of <br /> <br />environmental losses acceptable to obtain an economic <br /> <br />gain. <br />e. Expand and improve uniform measurement of environment~l <br />impacts by 1) interagency agreement and/or 2) independent <br />review board. <br /> <br />4. Problem: The discount rate for planning and evaluating water <br /> <br />projects (based on the Government's cost of long term <br /> <br /> <br />borrowing) has been criticized as being: <br /> <br /> <br />a, too unstable for orderly planning (has changed every <br /> <br /> <br />year since 1968). <br />
