<br />," <br /> <br />, I <br /> <br />'. <br /> <br />ISSUE AREA NO. 1 <br /> <br />Revision of Water Resource Plannin~ and Evaluation <br />Criteria and Procedures <br /> <br />>4" <br /> <br />INTRODUCTION <br /> <br />The planning and evaluation of Federal water resources programs and <br /> <br />PTojects, is a complex process currently followed by over a dozen Federal <br /> <br />departments and independent agencies. From 1962 to 1973 the process was <br /> <br />'governed by rules established within the executive branch and promulgated <br /> <br />by the President which were published and known popularly as "Senate <br /> <br />Document 97," In September 1973 the President approved a new document <br /> <br />prepared by the Water Resources Council pursuant to the 1965 Water' <br /> <br />Resources Planning Act, The document is entitled "Principles and Standards <br /> <br />for Planning Water and Related Land Resources" and contains revised <br /> <br />rules for Federal water resources planning, to be phased in as a replacem~~t <br /> <br />for Senate Document 97. <br /> <br />, <br /> <br />These Principles and Standards (P&Sl set forth the basic national <br /> <br />objectives, accounting system, and planning procedures for most Federal <br /> <br />and some federally-assisted water resource project, river basin, and <br /> <br />regional plans. The P&S are also used by revieWing offices in assessing <br /> <br />the merits of such plans, <br /> <br />However, Federal and federally assisted projects constitute only a <br /> <br />\ <br /> <br />part of the system including private, local and state actions directed <br />to water management.
