Second, to project, at the
state level, likely economic adjustments, and the socio-
economic and environmental impacts resulting from
changes in supplies and uses of water and indigenous
energy resources in the High Plains under alternative
development strategies.

A-l:
A-2:
A-6:

B-ll:
B-5:
B-10:
B-9:
B-4:
B-1: .
B-6:

State Agricultural and Farm-Level Research
Energy Production Impacts.
Coordination by and with General Contractor and
Subcontractors, William Guyton & Associates
and Engineering Enterprises, Inc.
Evaluation of Alternative Strategies
Unconventional Water Supply Assessment
Nonagricultural Development Assessment
Conduct Dryland Farming Assessment
Environmental Assessment
Interbasin Transfer Assessment
Energy Price and Technology Assessment

WORK PLAN: Execution of the work under this Element will be in accordance
with a detailed Plan of Study to be developed by the State and the
General Contractor. Characterization of present water resources and
water usage in the High Plains and non-Ogallala portions of the study
area will include county-level groundwater availability (as possible)
and consumption and intrastate streamflow and reservoir storage data.
These figures will be analyzed to define existing problem areas with
respect to available water supplies. Future supplies and uses of
water will be projected on the basis of alternative development
strategies formulated in B-ll.

State-level economic impacts, for both the High Plains area
and the non-Ogallala areas within the state, will be examined throuqh
application of existing economic base profiles and input-output or
other relevant impact models. Preliminary detail on potential use of
these analytical techniques is described in A-3 App.l, Economic
Impact ~lodel s.
