<br />. <br /> <br />10 <br /> <br />. <br /> <br />water supply. <br /> <br />The 28 cfs water right of the town of Rangely would aid in providing a <br /> <br />firm supply at Taylor Draw or at Wolf Creek, also the Yellow Jack Con- <br /> <br />servancy District has indicated a willingness to transfer high priority <br /> <br />water rights to Deseret for use in Colorado to insure a dependable supply <br /> <br />of water at both Colorado reservoirs. More specifics would.need to be <br /> <br />determined before the firmness of such rights in times of drought could <br /> <br />be ascertained. For example, the Yellow Jack Conservancy District would <br /> <br />not have had conditional water rights to allocate to Deseret during the <br /> <br />drought months of July, September, and November of 1977 and February of <br /> <br />1978, if other conditional water rights had been developed as assumed by <br /> <br />Western unless additional storage were developed upstream. <br /> <br />I <br /> <br />For a firm water supply for Deseret at the Bonanza R2servoir, water for <br /> <br />hydro power generation would need to be secondary. The desired with- <br /> <br />drawal from the alluvium of the Green River above the confluence of White <br /> <br />River can be considered as a firm source even in time of extreme drought. <br /> <br />This conclusion is based upon the high priority of the filing, upon the <br /> <br />minimal decrease in downstream flow resulting from the withdrawal, and the <br /> <br />large storage capacity of the upstream Flaming Gorge Reservoir. <br /> <br />Impact on Water Quality <br /> <br />If Deseret had withdrawn 16,000 acre feet from the Green River during the <br /> <br />drought year of 1977, flow at Green River, Utah would have decreased by 0.6 <br /> <br />0291 v) <br />--+-~' <br />
