Acquire in fee the 2,040 acre Emperious Estate along with appurtenant <br />water rights, Approximately 800 acre-feet of artesian water rights would be <br />transferred to A1amosa NWR. <br /> <br />6. One deep artesian well capable of delivering 800 acre-feet of water <br />in 90 days on the A1amosa National Wildlife Refuge. The well to be located on <br />the northern part of the refuge. Funds to accomplish the drilling of the well <br />would be provided to the Fish and Wildlife Service by the Bureau of Reclamation. <br /> <br />7. About 4 ft 3/s of project water be provided to San Luis Lake, <br /> <br />8. Acquire and transfer to the Colorado Division of Wildlife about <br />3,100 acres of land and appurtenant water rights in the 8,640 acre Russell Lakes <br />area as shown on Plate I. <br /> <br />9. Funds not to exceed $500,000 be made available to the Colorado <br />Division of Wildlife for development of waterfowl habitat in the Russell Lakes <br />area. <br /> <br />10. Annual funding of $45,000 be made available to the Colorado <br />Division of Wildlife for the operation, maintenance and replacement of facilities <br />at the Russell Lakes Waterfowl Management Area. <br /> <br />B. That to enhance fish and wildlife habitat and the fishing and hunting <br />opportunities in the project area, the Bureau of Reclamation provide the following: <br /> <br />1. That the main conveyance channel be open to public access for the <br />purpose of hunting and fishing with the following exceptions: <br /> <br />a. Where such use would endanger human life or hamper efficient <br />operation of the project. <br /> <br />b. Where the Fish and Wildlife Service may limit access and <br />hunting and fishing within the Alamosa 'National Wildlife Refuge, <br /> <br />c. Where the Bureau of Land Management may limit access and <br />hunting and fishing within the Blanca Wildlife Habitat Area. <br /> <br />2. That the Bureau of Reclamation provide access and graveled parking <br />facilities at a maximum of 10-project-constructed road crossings across the <br />conveyance channel. <br /> <br />3, About 6 ft 3/s of project water be provided to Head Lake on a <br />flow through basis, the wetlands between Head and San Luis Lakes and into San <br />Luis Lake. <br /> <br />4. That the Bureau of Reclamation provide about 40 wooden poles <br />15 to 45 feet long and sufficient material to construct raptor nesting plat- <br />forms on the poles. <br />
