Such a document is essential to
a statewide approach to emergency response and management of the mud and
debris-fiow hazard. The proposed manual would provide DODES and other
State agencies, FEi-lA, local governments and private sector professiona 1s
with an essential llhcw to do it'l document.

Short-Ter~ Initiative: With adequate funding an FTE could be placed
fui ]-tti;:e on the project and complete it in one year, Othenlise, a
part-ti~2 apprJ!ch would take several years.

.Long-Ter~ Initiative: The manual should be published, presented to local
'gQvernmen~ and practicing professionals, Strategies for application of
the informetion in geologic ha!ard mapping and management should be
devi52~ a~d carried out by the State.
