<br />. <br /> <br />. <br /> <br />, <br /> <br />OQllJ1r2 <br /> <br />USDA Comments for Public Meetings on 1996 Triennial Review <br /> <br />The Natural Resources Conservation Service of United States Department of Agriculture <br />is pleased to be present a11his meeting 10 comment on the 1996 Review of the Water <br />Quality Standards for Salinity in 1he Colorado River Sys1em. <br /> <br />NRCS has been closely involved in the preparation of the 1996 Review documen1 being <br />presented for comments at this meeting. <br /> <br />NRCS has been an active partner in working to accomplish the plan of implementation for <br />1he Colorado River Basin in order to comply with the established water quality standards <br />of the Clean Water Act. <br /> <br />The 1984 the Salinity Control Act was amended by Public Law 98-569. This amendment <br />permitted the Secretary of Agriculture to establish a voluntary onfarm salinity control <br />program to be administered by USDA. Funding for the USDA program was initiated in <br />1987. Financial, technical and information and education assistance has been provided to <br />farmers and ranchers through USDA to present time. <br /> <br />In April 1996, the Federal Agriculture Improvement Reform Act (FAIRA) combined the <br />functions of several USDA conservation programs including the Colorado River Salinity <br />Control program into a new program known as the Environmental Quality Incentives <br />Program (EQIP). <br /> <br />It is anticipated and expected that the functions of the Colorado River Salinity Control <br />program will live on through the new program known as "EQIP." <br /> <br />In closing, NRCS supports the 1996 Review and looks forward to continuing USDA <br />salinity control efforts in the Colorado River Basin. <br /> <br />14 <br /> <br />~/ <br />~~~ <br />1t~~I~ <br />J~? <br />
