And in 1986 <br />up to 300 transfers occurred in Colorado, Nevada and Utah and <br /> <br />prices ranged in the Colorado River Basin area from $30 an acre- <br />foot to $12,500 an acre-foot in New Mexico. Johnson and Dumars, <br /> <br />supra, at p. 373. <br /> <br />California actively promotes water marketing. <br /> <br />It is <br /> <br />established policy in California to facilitate the transfer of <br /> <br />water where consistent, with the public welfare of the place of <br /> <br />export and the place of import. See, California Water Code, S109 <br /> <br />(West 1971). Indeed, in 1992 Congress in the Omnibus Water Bill, <br /> <br />HR 429, authorized massive marketing of water from 'irrigated <br /> <br />agriculture in Northern California to both the San Francisco Bay <br /> <br />area and Southern California. Southern California hopes one day to <br />obtain in excess of 1,000,000 acre-feet of water from these <br />transfers.
