.,

,j

000298

MEMORANDUM

December 6, 1950

I-
I

From: Clifford H. Stone, Director of the Colorado Water Conservation Board

Subject: Status of Colorado Comments and Action of Colorado Water Conservation
Board on Report of Region 4, Bureau of Reclamation, Covering Proposed
"Colorado River Storage Project.and Participating Projects, Upper
Colorado River Basin".

Information reaching the office of the Colorado Water Conservation Board
indicates that there should be clarification of the status of the report of Region
L of the Bureau of Reclamation on the proposed "Colorado River Storage Project and
?a~ticipating Projects in the Upper Colorado River Basin"; and that there should
a~so be clarification of the action and activities of the Board and its staff with
respect to that report. Apparently there exists some misinformation and apprehen-
sion on the subject. Questions which have been raised on the Colorado River
Storage Project report are:

1. Status of the Report in the Bureau of Reclamation and the Department
of Interior.

2. Action of the Colorado Water Conservation Board on July la, 1950 with
respect to previous informal State comments.

3. Action of the State Water Board or its staff with respect to the
September 1950 report of Region 4, Bureau of Reclamation, including the 30-day re-
v~ew period fixed by Region 4 for states to make further comments or recommenda-
tions.

4. Proposed procedure of the Board with respect to further consideration
and comments proposed on Gunnison River storage as a unit in the project plan.

5. Location of access road to the proposed Echo Park Dam unit.

Information on these subjects listed above (1 - 5, inclusive), is re-
spectfully submitted as follows:

1. Status of Report. The first report presented for the consideration
of the Upper ColoradOlliver Basin States and of the Upper Colorado River Commission
on the Colorado River Storage Project and Particip~ting Projects was dated March
1949. It should be noted that this was an interim report. This report was con-
sidered by the Colorado Water Conservation Board at its meeting in December, 1949
when it approved informal, comments of the State thereon. These comments were
widely distributed, and a copy is hereto attached.
