The nature of these conditions <br />will not impose an unreasonable burden upon appl icant's "lbil- <br />ity to perform its preliminary in'Jestig3tion. This is the <br />case oecause the majority of the restrictions only apply <br />~nen the neather conditions are ~eneral1y too sev~re to <br />permit ap~l icant to carry out any of the restricted investi- <br />~ativa activities. Those conoitions whiCh extend beyond <br />tne winter ~eriod apply only to a small portion of the total <br />project area and are of vital import3nce to the protection <br />of valuable ..ildlif", species. <br /> <br />~ME~EFORE, intervenor prats the commission to prepare <br />an environmental assessment of the preliminary permit studies <br />proposed oy applicants.
