However, during years of drouth, <br />the river flow will not be sufficient and some reservoir storage will be <br />required. <br /> <br />At our request, the power companies have explored the possib~lity of <br />storage on Elkhead Creek at the site which has been selected by the <br />Division of Wildlife. A feasibility study has been completed and demon- <br />strates that an enlargement of the proposed Elkhead Reservoir would <br />adequately serve both for recreation and power purposes. Water stored <br />in the reservoir would only be required infrequently for power plant <br />purposes. <br /> <br />The estimated cost of the small reservoir proposed by the Division <br />of Wildlife is ~425,000. Because of its limited capacity, the reservoir <br />would have a relatively short life of about 41 years. <br /> <br />It is now proposed that the reservoir be increased to a total <br />capacity of 13,56Q acre-feet with an estimated cost of $1,024,000. The <br />power companies have offered to pay half of the construction costs and <br />to agree that in no event would the reservoir be drawn down below that <br />capacity presently planned by the Division of Wildlife. <br /> <br />Operational studies reveal that the maximum reservoir drawdown would <br />occur only about once in 30 years, and then only if the generating <br />capacity of the proposed power plant is,increased at some future time to <br />1,400,000 kilowatts. The proposed enlargement would increase the useful <br />life of the reservoir to at least 100 years. <br /> <br />It is the conclusion of the staff that the reservoir now proposed by <br />the Division of Wildlife would at the best be only a marginal operation <br />for any purpose.
