<br />0900 <br /> <br />September 1972 <br /> <br />Secretary transmitted to Congress May 4, 1966 and printed as House <br />Document 436, Eighty-ninth Congress: Provided, That construction of <br />the Animas-La Plata Federal reclamation project shall not be under- <br />taken until and unless the States of Colorado and New Mexico shall <br />have ratified the compact regarding operation of the project to which <br />consent of Congress was given. <br /> <br />PROJECT ECONOMIC TI1PACTS <br /> <br />The economic impact from the Animas-La Plata Project will be the result <br />of essentially two effects: (1) Construction of the project facilities <br />to store and deliver project water; (2) Increased sales from crops <br />and liVestock and expanded business and employment resulting from use <br />of project water. <br /> <br />Figure I illustrates what the economic impact will be from construction <br />of project. <br /> <br />Figure II illustrates what 1,000 acres of irrigated land can do for the <br />Ute Indians and the project area. <br /> <br />SCHEDULE <br /> <br />Figure IV shows the current planning and construction schedule for the <br />Animas-La Plata Project. <br /> <br />ALTERNATIVE CONSIDERATIONS AIID PLANS <br /> <br />Numerous alternative plans for development through nTotal Water <br />i~anagementli are being studied to meet the needs and concerns of the <br />people of the area. These plans will consider environmental effects <br />as well as the physical and economic aspects of the various alter- <br />natives. <br /> <br />A major consideration in planning is a determination of the best <br />reservoir storage site on the Animas River. The authorized plan pro- <br />vided for this storage at the Howardsville site. Mineral values at <br />this site have changed since feasibility studies were completed in <br />1962 and alternative sites may prove more desireable. <br /> <br />Pumping alternatives in lieu of the long and costly Animas Diversion <br />Canal are being studied as an alternative method for delivery of <br />water to the La Plata drainage. Such plans will increase project <br />annual operating costs, but Animas River flows in the valley by <br />Du're.nf.!,o 'W'o'11rl.
