<br />. <br /> <br />uu095~ <br /> <br />~, <br /> <br />contained provisions for the preferential use of water in conformity with the <br /> <br />provisions of the Colorado River Compact of 1922; and it contained many other <br /> <br />provisions for adjusting interstate relations which may become involved in any <br /> <br />plan for the development of the Upper Colorado River Basin. In Article I it is <br /> <br />stated that one of the purposes of this. compact is "to secure the expeditious <br /> <br />agricultural and industrial development of the Upper Basin, the storage of water <br /> <br />and to protect life and property from floods". <br /> <br />The Upper Colorado River Commission was set up to carry out this purpose, <br /> <br />~~ong other purposes, expressed in the Compact. Accordingly, this Commission has <br /> <br />adopted the policy of engaging, in collaboration with interested Federal agencies, <br /> <br />wtth the formulation of a p~ogram of Upper Basin development. <br /> <br />The Commission consist~ of one representative of each of the States of <br /> <br />Colorado, New Mexico, Utah, and Wyoming, and a representative appointed by the <br /> <br />President of the United States. It has established headquarters, engaged a com- <br /> <br />petent Secretary and General Counsel, a Chief Engineer, and will proceed to build <br /> <br />up its staff as its activities require. The Commission is financed by the above- <br /> <br />mentioned States in proportion to the apportionment of water made to them by the <br /> <br />Compact. The budget for the first biennium of the Commission's existence was <br /> <br />fixed at $80,000. Each of the legislatures of the four States have appropriated <br /> <br />sufficient money to meet this budget. ~~. J. G. Will, formerly a member of the <br /> <br />Office of the Chief Counsel of the Bureau of Recla~ation, has been engaged as <br /> <br />Secretary and General Counsel. In a recent address Mr. Will appropriately out- <br /> <br />lined the work of the Commission and its future activities in the following <br /> <br />language: <br /> <br />The powers of tho Upper Colorado River Commission are broad. <br />In addition to the usual and, perhaps, routine powers with which <br />an administrative body must necessarily be equipped, the Commission <br />is particularly empowered to establish and construct, operate and <br />maintain, water gaging stations; to make estimates to forecast <br /> <br />-~ <br />
