That the Tribal Council select Option 2 for receiving municipal/ <br />industrial water. <br /> <br />2. That negotiation begin with the Secretary of Interior, with the support <br />of the B.I.A., the Bureau of Reclamation, the Colorado Congressional <br />Delegation and local political entities to: <br /> <br />A. Have all capital costs for the preferred municipal and industrial <br />option funded with no up-front or repayment obligation on the part <br />of the tribe, and to <br /> <br />B. Have the United States provide for a restricted, interest baring <br />$2 million municipal water investment fund with interest applied <br />to annual operation, maintenance, replacement and improvement <br />expenses, and that <br /> <br />. <br /> <br />C. Allocation for Items A and B above be justified on the basis of <br />capital cost savings to the govenremtn resulting from the delivery <br />of Towaoc irrigation water through the Highline canal. <br /> <br />. <br /> <br />*Corresponds to Item IlIA <br />
