<br />001761 <br /> <br />. <br /> <br />. <br /> <br />Tribes and the Tribes' current needs for money to develop their <br /> <br /> <br />water resources for irrigation and other purposes. <br /> <br /> <br />5. At the time of the hearings in the House to H.R. 2642 <br /> <br /> <br />held before the House Interior Committee on September 16, 1987, <br /> <br /> <br />the Administration had not agreed to the language in the proposed <br /> <br /> <br />implementing legislation which had been proposed by the two <br /> <br /> <br />Tribes and the State of Colorado. However, as a result of <br /> <br /> <br />meetings since the September 16, 1987 House hearing, the Tribes, <br /> <br /> <br />the State of Colorado, the local water users, and the United <br /> <br /> <br />States have reached agreement as to implementing legislation and <br /> <br /> <br />amendments to S.B. 1415 are be introduced today. <br /> <br /> <br />6. While the Tribes are pleased that we now have reached <br /> <br /> <br />agreement with the Administration as to the language of <br /> <br /> <br />legislation to implement the Colorado Ute Water Rights Agreement <br /> <br /> <br />of 1986, it is our judgment that we require additional support in <br /> <br /> <br />Congress in order to successfully enact this legislation. To <br /> <br /> <br />that end we have been discussing with the states along the <br /> <br /> <br />Colorado River (other than New Mexico and Colorado who as you <br /> <br /> <br />know have participated in developing S.B. 1415) to see if we <br /> <br /> <br />might make some changes in language and approach in the Agreement <br /> <br /> <br />and in S.B. 1415 which may permit them to support this <br /> <br /> <br />legislation. Those efforts are ongoing and I cannot report today <br /> <br /> <br />of any concrete results. However, we are hopeful that we will <br /> <br /> <br />promptly obtain satisfactory results and that appropriate <br /> <br /> <br />adjustments in the Agreement and/or S.B. 1415 will be implemented <br /> <br /> <br />and brought to your attention for consideration. <br /> <br />-2- <br /> <br />:,~',)." : <br />
