The Department of the Interior
requested that this section be included to insure that
it would have authority to administer the tribal water
rights in compliance with the Agreement.

(6) The Agreement provides that the construction of the
Animas-La Plata and Dolores projects by the Bureau of
Reclamation shall be subject to the provisions of the
Indian Self-Determination and Education Assistance
Act. I am pleased to report that we have now been able to
do that.

Attached to this statement are the agreed upon changes to
the bill. We respectively request that these changes be made
when the bill is marked-up.

In Colorado's view. the proposed changes to sections 4(a).
4(b). 5(a). 5(c). and 9 in no way alter the purpose or intent
of these provisions in the bill as introduced. Rather. they
are merely drafting changes designed to clarify the original
intent of the bill as introduced.

Proposed Chanqes to Subsection 4(a}

Subsection 4(a) would be changed to make it consistent with
the other sections of the bill.
