It <br />could also mean what some <br />water users refer to as the <br />"promise" made by the Bureau <br />of Reclamation to provide water <br />in the upper basin in exchange <br />for "permission" to build Blue <br />Mesa Reservoi r. <br />Because the meeting was <br />held in secret, no elaboration <br />was available, either by board <br />members or by the board's man- <br />ager, Tyler Martineau, after the <br />meeting. <br />Continuation of the historic <br />uses of water in the upper <br />Gunnison Basin would mean <br />that water rights here won't be <br />turned off by a "call" of down- <br />stream senior water users. <br />Water users in Gunnison <br />County ha\'e been concerned <br />that the water going to.save the <br />four fish near the Colorado- <br />Utah border would have a <br />"domino" effect and take their <br />water. <br />Before Blue Mesa Reservoir <br />was built, the Redlands Canal <br />near Grand Junction and the <br />Gunnison Tunnel placed their <br />calls, often cutting off the water <br />supply for users here. But since <br />that time, the upper basin has <br />been protected from those ~'.dls, <br />and water used to generate <br />pov.:er through Blue Mesa has <br />gone to those two downstream <br />water users. <br />The Bureau has stated that <br />water from generating the <br />power will go to help the <br />endangered fish only - that no <br />other entity may take it and use <br />it - thus opening the fears which <br />many older ranchers lived ",'ith <br />before Blue Mesa \\'as built. <br />"\'v'hat we're really seeking is <br />that nobody (in the Upper <br />Gunnison basin) gets 'called' <br />out," Martineau said after the <br />Dec. 5 meeting. <br />~, <br />See WATER BOARD on Iv <br /> <br />OOO~~3 <br />
