<br />. . <br /> <br />'000659 <br /> <br />. <br /> <br />. <br /> <br />June 1, 1993 <br /> <br />CONSULTANT SELECTION PROCESS <br /> <br />Pursuant to Sections 24-30-1401 through 1408, CRS, notice is hereby given that the <br />Colorado Water Conservation Board (CWCB) may retain engineering services to contract <br />for the design and development of a Colorado River Decision Support System (CRDSS). <br />The CWCB is required by this statute to conduct a consultant selection process. The <br />selection process and the design and development of the CRDSS will be managed by a <br />Management Team from the CWCB and the Division of Water Resources (DWR), with <br />input from an Technical Advisory Committee (TAC). The selection process will include the <br />following steps: <br /> <br />1. Request Statements of Qualification (SOQ) from interested water resource <br />firms. <br /> <br />2. Evaluate the SOQ's and short list 3-5 qualified firms. <br /> <br />3. Request the short-listed firms to submit a detailed written proposal. <br /> <br />4. Evaluate written proposals and request oral presentations by the short-listed <br />firms to explain their proposal. <br /> <br />5. Rank the firms based on their written proposal and oral presentation, and <br />initiate contract negotiations with the most qualified firm. A final scope of <br />work will be negotiated between the CWCB and the selected firm. If a <br />satisfactory contract cannot be negotiated, negotiations with the second <br />qualified firm will be undertaken. Should a contract with the second firm fail <br />to be negotiated, a contract with the third firm will be negotiated and so on; <br />and, <br /> <br />6.
