<br />. 000657 <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />June 1, 1993 <br /> <br />REQUEST FOR STAlEMENTS OF QUALIFICATIONS <br /> <br />To Interested Firms: <br /> <br />The Colorado Department of Natural Resources is currently seeking Statements of <br />Qualification (SOQ) from interested fL1"filS for the design and development of a Colorado <br />River Decision Support System (CRDSS). The design and development of the CRDSS will <br />be managed by the Colorado Water Conservation Board (CWCB) and the Division of Water <br />Resources (DWR) and is authorized by Section 3 of HB 93-1273, the CWCB Construction <br />Fund Bill. The functions of the CRDSS are fully described in the "Feasibility Study Report, <br />Department of Natural Resources. Colorado River Decision Support System, Dames and <br />Moore and CADSWES, January 1993." Copies of the Feasibility Study Report are available <br />for review and/or short-term loan at the CWCB office. <br /> <br />Your firm is invited to submit an SOQ providing staff qualifications and experience relevant <br />to the development of a water resource decision support system. The development of the <br />CRDSS will most likely require a team of experts in water resource engineering, river <br />system simulation and software program development. The 3-5 firms asked to submit <br />detailed written proposals will be selected based on the qualifications of the team. The <br />State reserves the right to disqualify any firm whose team makeup changes after the <br />submittal of the SOQ. <br /> <br />Firms interested in being considered for the design and development of the CRDSS should <br />submit an SOQ indicating experience in: Colorado River Compact and "Law of the River" <br />issues, Colorado water rights and water rights administration, hydrology, hydraulics, water <br />resource decision support systems design and implementation, design and implementation <br />of geographic information systems, data base design and implementation, computer <br />hardware/software system design, development and validation; and in computer modeling <br />of: river and reservoir routing, multi reservoir systems operations, evapotranspiration <br />determination, conjunctive ground water - surface water interactions, water quality <br />simulation, and water rights operations and administration. <br /> <br />The Feasibility Study Report proposed a four year program to develop the various models, <br />data bases and software programs that will make up the CRDSS. The SOQ should <br />therefore address the ability of the firm to carry out the full complement of activities needed <br />to develop the CRDSS. However, a contract will be awarded only for the first year of <br />activities. The decision to continue with year 2, 3 and 4 activities will depend on whether <br />additional funding is authorized by the Colorado Legislature. Additionally, the State may <br />award additional years work to its initial contractor or select a new contractor for each <br />succeeding year pursuant to the Consultant Selection Process. <br />
