<br />Colorado is available from the project (projected <br />il1:7 to be the 11th year of constrllction). <br /> <br />4. San Juan County. New Mexico. through an ad valorem <br />tax levy of 3 mills per year. will contribute <br />$12.8 million during the construction of Phase 1 <br />facili ties. <br /> <br />5. $5.6 million of cash will be made available by <br />Colorado. contingent upon appropriations by the <br />Colorado General Assembly. for the construction of <br />Ridges Basin Dam and shall be credited against the <br />allocable costs of the non-Indian M&I water <br />allocated to Colorado. <br /> <br />B. Phase 2 of Animas-La Plata Project <br /> <br />1. Through staging of the construction of Southern <br />Ute Reservoir. to be financed and constructed by <br />non-Federal entities. the cost of the project to <br />the Federal government is reduced by $53.5 <br />million: $48 million for .the dam and inlet canal <br />and $5.5 million for specific recreation and <br />wildlife mitigation features at the reservoir. <br /> <br />2. By staging the construction of irrigation <br />facilities for 10.765 acres of full service <br />non-Indian lands under the Dry Side Canal in <br />Colorado and for 11.980 acres of Ute Mountain Ute <br />full service lands. to be financed and constructed <br />by non-federal entities. there will be a reduction <br />of $67.6 million in the outlay of Federal funds. <br /> <br />3. By staging the construction of irrigation <br />facilities for 1.900 acres of full service <br />non-Indian lands in New Mexico, including the <br />irrigation canal. to be financed and constructed <br />by non-federal entities. there will be a reduction <br />of $11.9 million in the olltlay of federal funds. <br /> <br />C. Towaoc Pipeline/Distribution System <br /> <br />1. $5.0 million will be made available by Colorado to <br />the Tribal Development Funds. to be deposited <br />within 30 days following the deposit of the first <br />installment of federal moniei in the funds. The <br />$5.0 million has been appropriated and will become <br />available July 1. 1988. <br /> <br />2. The Towaoc pipeline and domestic water <br />distribution system for the Ute Mountain Ute Tribe <br />will be constructed at the expense of the State of <br />Colorado as a credit toward the tribe'S <br /> <br />-3- <br />
