SUBJECT: Statewide Fish Management Policy Project

Enclosed is a draft of the Long-range Plan "Principles" 'and a set
of "sideboards" that will help guide the upcoming discussions of
developing a new statewide fish management policy. They are draft
at this stage, but the intent is for them to help with setting the
tone and depth for the public involvement process.

Prior to going to the public with these sideboards and Principles
during the public meeting phase of the process, we felt that it is
essential to get the internal understanding and agreement that will
allow us to approach the public with one voice. Our intent is to
get Leadership consent (which we have),' then go to the Regional
Managers and AWM's with the draft sideboards for their comment and
input.

At the same time, I would like to get you or your staffs' reaction
and comments.

Would you please review and comment by Jan. 30, 1997 if possible?
