The attendees at the meeting were: <br /> <br />Secretary Watt <br />Governor Babbitt <br />Governor Olson <br />Jim Maddy from WESTPO <br />Chips Barry <br />David Houston, Deputy Assistant Secretary <br />Garrey Carruthers, Assistant Secretary for Land and Water <br />One or two additional people from the Secretary's staff, <br />presumably for public relations <br /> <br />(2& l?~,cdM-.j- <br /> <br />What follows are Il\Y recollections from handwritten notes. <br />Quotations indicate direct quotes, or as close to direct quotes as <br />possible. I have generally saved Il\Y own thoughts, observations and <br />conclusions for a separate memorandum. <br /> <br />. <br /> <br />The meeting began when Secretary Watt announced that he <br />would like to include on the agenda for the meeting the topics of <br />water project cost-sharing, BIM plarming regulations, asset manage- <br />ment, EPA groundwater policy, and oil shale. Governor Babbitt, I <br />believe, stated that although that may have been alright, his <br />primary understanding for the meeting had been that it would be on <br />water project cost-sharing. Governor Olson stated that his primary <br />concern was water project cost-sharing, not oil shale. <br />
