D. C. <br /> <br />June 26. 1972 <br /> <br />Mr. Chairman and Distinguished Senators: <br /> <br />I am Felix L. Sparks. Director and Secretary of the Colorado <br /> <br />Water Conservation Board. I appear here today as the official repre- <br /> <br />sentative of that Board and also as Governor Love's personal repre- <br /> <br />sentative. <br /> <br />The Colorado Water Conservation Board is the official agency <br /> <br />of the State of Colorado charged with the responsibility of protecting. <br /> <br />developing and conserving the water resources of the State of Colorado. <br /> <br />In that connection the Board has long advocated the construction of <br /> <br />the Closed Basin Project. It has expended considerable sums of money <br /> <br />in developing the project plans and analyzing the project effect. <br /> <br />The first permanent irrigation project in Colorado was <br /> <br />initiated in the San Luis Valley on the Rio Grande River. A convey- <br /> <br />ance canal known as the "People's Ditch" was constructed by early <br /> <br />Spanish settlers and has been used continuously since its completion. <br />
