Prove that can exercise right consistent w/existing river mgmt ops and constraints, <br />including structural capac ofupstrm dams; pot'1 downstrm flooding; and ongoing <br />efforts to recover endangered fish. <br />. Prove that exercise of water rt will not impair or injure Aspinall Unit ops <br />. Prove that exercise of water rt will not impair abil of water users to divert senior rts <br /> <br />(j) Upper Gunnison Water Conservancy District: <br />. District's water rts may be adversely affected <br />. District's rts under certain contracts may be adversely affected <br />. Prove that amount claimed is min amt necessary to preserve NE to RD <br /> <br />(j) Colorado River Energy Distributors Association: Strict proof plus: <br />. Decree must be subject to conditions of 4/2 agmt <br />. Water available must be determined annually with fill/spill formula and should not be <br />based on modelling. <br />. Include conditions discussed at CWCB hearing <br /> <br />(j) United States of America: Strict proof <br /> <br />(f) Parker Water and Sanitation District: <br />.
