Parties to CWCB hearing:

Colorado River Water Conservation District: Strict proof plus:
. Prove w::Iter ~vailability and that a..rnount claimed is min mnt necessary to preserve
NE to RD
. Prove that can exercise right consistent w/existing river mgmt ops and constraints,
including structural capac ofupstrm dams; pot'1 downstrm flooding; and ongoing
efforts to recover endangered fish.
. Prove that exercise of water rt will not impair or injure Aspinall Unit ops
. Prove that exercise of water rt will not impair abil of water users to divert senior rts

(j) Upper Gunnison Water Conservancy District:
. District's water rts may be adversely affected
. District's rts under certain contracts may be adversely affected
. Prove that amount claimed is min amt necessary to preserve NE to RD

(j) Colorado River Energy Distributors Association: Strict proof plus:
. Decree must be subject to conditions of 4/2 agmt
. Water available must be determined annually with fill/spill formula and should not be
based on modelling.
. Include conditions discussed at CWCB hearing

(j) United States of America: Strict proof

(f) Parker Water and Sanitation District:
. Decree should be consistent with protection of use of marketable yield of Aspinall
Unit on the Front Range.

Western Colorado Congress, and Western Slope Environmental Resource Council:

. Because adequacy of fed reserved rt in Black Canyon has been challenged, ISF
decree should state that GISF is junior to whatever is ultimately determined to be the
fed reserved right for the Black Canyon Nat'l Park.
