Great controversy surrounds the unquantified <br />majority of the rights, yet it has only rarely motivated further <br />or better attempts at quantification. <br /> <br />Specific estimates of Indian water ri~hts for individual <br />reservations have been relatively few. However, some related <br />statistics give a feel for the enormity of the possible impact <br />of quantification of water rights for all reservations in <br />the West. <br /> <br />For example, the following chart shows the approximate <br /> <br /> <br />amount of Indian land in each western state in relation to <br /> <br /> <br />the size of the states themselves. The chart also shows <br /> <br /> <br />approximate Indian populations for each state in relation <br /> <br /> <br />to state population. For all states but two (Nebraska and <br /> <br /> <br />North Dakota) the Indian populations are significantly smaller <br /> <br /> <br />in relation to state populations than are reservation lands <br /> <br /> <br />in relation to state lands. <br />
