00239l

contains an account of state funding S1nce 1972 through annual budget

bills and supplemental appropriations for special drought relief

projects. Chapter IV discusses weather modification research bills

proposed since 1972 but not enacted. Chapter V identifies weather

modification expertise and interest groups important in Colorado and

Chapter VI addresses the current functions of the state program.

Appendixes include present and past members of the Colorado Weather

Modification Advisory Committee, project citizen advisory councils and

licenses and permits (from the Department of Natural Resources files)

issued since the current statute was enacted in 1972. Projects conducted

in the state since 1977, when the author of this report joined the

Department of Natural Resources to staff the Weather Modification Office,

are summarized.

Special recognition and appreciation are extended to the members of the

Colorado Weather Modification Advisory Committee who have offered

guidance and counsel to the program throughout the past five years. Their

names appear in Appendix A.

From 1975 until Spring 1980, the activities for this cooperative

agreement were conducted under Harris D. Sherman, Executive Director of

the Department of Natural Resources. Subsequently, the activities have

been conducted under the current Executive Director, D. Monte Pascoe.

A particular thanks goes to Terii Lamphier for many hours of capable
record analysis and expert word processing.

ii
