<br />0024iJ7 <br /> <br />B, Drought Relief in 1977-78 - House Bill No. 1722 <br /> <br />The second act for emergency drought relief, House Bill No, 1722, was signed by <br /> <br /> <br />the Governor in June of 1977. It followed positive discussion of the earlier <br /> <br /> <br />winter seeding project and recommendations of the Governor's Science and <br /> <br /> <br />Technology Advisory Council and the Colorado Weather Modification Advisory <br /> <br /> <br />Committee. <br /> <br />To finance this second project, the General Assembly made a supplemental <br /> <br /> <br />appropriat ion to the Department of Natura 1 Resourc es of ~300 ,000 wi th the <br /> <br /> <br />provision that an additional amount equal to at least one-half of each <br /> <br /> <br />expenditure be provided from sources other than the appropriation in the Act. <br /> <br /> <br />The target for this project was all mountain areas in the state above 9,500 ft. <br /> <br />Clouds were seeded between November IS, 1977 and April 30, 1978. <br /> <br /> <br />An additional $50,000 was appropriated for monitoring and evaluation. These <br /> <br />amounts were supplemented by federal and local funds of $616,500 for a total <br /> <br />financial program of $966,500. <br /> <br />All mountain massives in the state above 9,500 ft (2,895 m) -- included <br /> <br />the headwater areas for all major rivers and Colorado River <br /> <br /> <br />tributaries. Program endorsement continued from the conservancy <br /> <br /> <br />districts and interest groups which had supported the first emergency <br /> <br />cloud seeding project conducted in 1977. <br /> <br />State funds <br /> <br /> <br />(including $50,000 for evaluation) <br /> <br /> <br />Bureau of Reclamation <br /> <br />(Drought Relief) <br /> <br /> <br />Local funding <br /> <br />$350,000 <br /> <br />600,000 <br /> <br />16,500 <br />$966,500 <br /> <br />As in the earlier program the Colorado Water Conservation Board administered and <br /> <br />sponsored seeding.
