Objective: The State is responsible for conducting a "Beta Testing" program for the Water Right
Administration Tool. In this task Boyle may, ifrequested in writing by the State, assist in the
implementation of the Administration Tool "Beta Testing" program or perform other mutually
agreed upon activities,

Approach:

9,I.Scope Activities As directed by the State, prepare a task order which reflects the approach,
deliverables, budget and schedule mutually agreed upon in writing by the State and Consultant.
The format of the task order is expected to be similar to this scope of work.

9.2.Perform Activities Perform the activities mutually agreed upon in writing by the State and
Consultant.

Deliverables:

I. Task Order(s) which describe the approach, deliverables, budget and schedule that are
mutually agreed upon in writing by the State and the Consultant.

2. Deliverables mutually agreed upon in writing by the State and Consultant.

Task 10 - Data Extension Feasibility and Evaluation Methodologies

Responsibility: Boyle

Objective: To enhance the Water Resource Planning models, the State is interested in developing a
longer period of record. Investigation of options for extending the data and developing an approach
will be performed in this task.

Approach:

10.1. Data Extension Feasibility In this subtask, the feasibility and methodology for developing
a longer period of record for the water Resource Planning Model will be evaluated. This
task would include the following:

10.1.1. Become familiar with the CRDSS Water Resource Planning Model and CU Model
structures and operations, This would include review of the general framework of the
models, the model structures, the data input requirements, the operational limitations
and the sensitivity of the model results to various input data. The focus will be on the
time series data requirements.

10.1.2. Research and review the historic and/or synthetic Period of Record used in past
studies within and near Colorado. Describe techniques used, if any, to select a study
period and extend records. Discuss the approach taken, ifany, to remove mans
impact on gage records (natural stream flow estimates versus gage records) before
data extension.

10.1.3. Interview CRDSS, CWCB and up to two Technical Advisory Committee members
regarding the need for and use of an extended period of record for the CRDSS Water
Resource Planning Model. Describe by example several (approximately 4) processes
that describe how an extended period of record might be used by the CRDSS Water

C:I wlerdsslseopelboy III blerdss3 .doe

0762

5/30/97 - Page 13
