R. 5~-- <br /> <br />Washington, D. C. <br /> <br />July 20, 1972 <br /> <br />Mr. Chairman and Distinguished Congressmen: <br /> <br />I am Felix L. Sparks. Director and Secretary of the Colorado <br /> <br />Water Conservation Board. I appear here today as the official repre- <br /> <br />sentative of that Board and also as Governor Love's personal repre- <br /> <br />sentative. <br /> <br />The report on the Closed Basin project was transmitted to <br /> <br />the Congress by the Assistant Secretary of the Interior under date of <br /> <br />July 17, 1970, and subsequently printed as House Document No. 91-369. <br /> <br />In August of 1970. hearings were held before this subcommittee on <br /> <br />H. R. 17067, a bill to authorize the construction of the Closed Basin <br /> <br />project. That bill was identical to H. R. 5337 now being considered <br /> <br />by the subcommittee. Since a complete record on the Closed Basin <br /> <br />project was made and printed following the 1970 hearings. and in the <br /> <br />interest of brevity, I shall confine my remarks primarily to new <br /> <br />matters which have arisen since the 1970 hearings. <br /> <br /> <br />
