<br />002741 <br /> <br />> <br /> <br />Implementation Committee <br />January 17, 1997 <br /> <br /> <br />~ ::eP:Ogram is now in its ninth year. It has succeeded in becoming well funded, well <br />organized, and well staffed, These accomplishments are necessary to achieve the end product. <br />However, it appears that we have become enmeshed in the process. We are not ~ <br />oriented. The Program has lost its sense of urgency, It is operating in a mode of allowing <br />years of research prior to taking any action. The situation must be remedied if the Program is <br />to succeed in accomplishing its objective. In the 2003, the Program agreement expires. We <br />are accountable for what has happened during the last eight years and will be accountable in <br />2003 for what has happened in during the previous 15 years. <br /> <br />I would hope that the report will serve as a call to action to the Implementation Committee to <br />shift the Recovery Program into a results oriented mode, and increase Implementation <br />Committee and Management Committee oversight of all Program activities, so that the <br />Program can achieve r~. <br /> <br />We have requested comments from the Management Committee and Biology Committee by <br />February 21. I would appreciate any comments you have on this effort by that time. If you <br />have any questions or want a copy of the full report, please call me. <br /> <br />(J aoz-66.l7) <br />
