<br />002760 <br /> <br />with the Recovery Program should be made for use of this facility to meet propagation and <br />genetics management objectives of the Recovery Program. <br /> <br />6. To avoid extirpation of the razorback sucker in the Upper Basin, an immediate large scale, long <br />term program of razorback sucker stocking should be initiated. <br /> <br />7. The Recovery Program should immediately transist into im action program rather than <br />research/experimentation, with respect to propagation stocking activities. Effective long range <br />stocking programs should be initiated. Monitoring should be part of the stocking program. <br />Stocking of endangered fish should be undertaken with the objective of recovery and <br />restoration stocking, rather than research and experimentation. Facility needs and uses need <br />to be geared to recovery, rather than research/experimentation. <br /> <br />8. The Recovery Program should review the propagation/genetics management elements of the <br />official recovery plans and insure that recovery is being achieved by meshing its activities with <br />those activities identified in the official recovery plans. In order to achieve recovery, actions <br />by the Recovery Program should be consistent with the actions identified in the official recovery <br />plans. <br /> <br />9. The Implementation Committee and Management Committee of the Recovery Program should <br />conduct a review of the propagation and genetics management program, identifY deficiencies <br />and needs, and adopt a management oriented plan, including facilities, time frames, budget, <br />priorities and management objectives that can be monitored to insure achievement of recovery <br />of endangered fishes in the Upper Basin that is consistent with the official recovery plans, and <br />that meets needs for refugia, broodstock development, and restoration/recovery stocking. <br /> <br />10. The Recovery Implementation Committee and Management Committee should monitor <br />progress towards achievement of objectives by the propagation/genetics management program <br />on a regular basis to I) determine if identified objectives are being achieved, 2) identifY any <br />impediments to achieving those objectives, and 3) actions needed to remove those impediments, <br />including additional funding. <br /> <br />XVI <br />
