UJ24~6

(1) Only salmonids can be stocked by the State or private landowners within the 10-year
floodplain of habitat designated as critical to the endangered fishes.

(2) Chronic escapement of nonnative, warmwater fish species will be reduced in the
critical habitat of the endangered fishes by reducing or eliminating the numbers of
existing nonnative, warmwater fishes using chemical control in the 10-year
floodplain.

(3) Stocking of Largemouth bass, bluegill, and black crappie will be allowed in ponds
within the 10- to 50-year floodplain.

Such stocking would be preceded by concurrent progress described in Item (2) above,
chemical reclamation of target waters, and installing fish screens or other fish
control structures to eliminate, to the extent practical, escapement of nonnative
fishes from pond~ connected to the river.

(4) The total water surface area reclaimed in the 0- to 10-year floodplain must equal or
exceed the total water surface area to be stocked with nonnative, warmwater fish in
the 10- to 50-year floodplain.

(5) A fish management outreach program will be explored and implemented with private
landowners to ensure that stocking of nonsalmonid, nonnative fishes is compatible
with the recovery of the endangered fishes.

o~ to 10-year Floodplain

Reclaim pond or Lake and stock with trout.

10- to 50-year Floodplain

Reclaim pond or lake and stock with trout.
Reclaim pond or lake, install fish control device in waters with a connection to
upper basin rivers, and replace present fishes with largemouth bass, bluegill,
and black crappie.

(6) The Colorado Oivision of Wildlife will implement a program to monitor compliance with
and enforce these conditions.

(7) Ponds in the 0- to la-year floodplain will be ieclaimed in the event they become
repopulated with nonnative, warmwater fish species through flooding or other means.
Reclamation of connected ponds must occur in a timely manner after repopulation by
nonnative, warmwater fishes.

3. Reservoirs that are above the 50-year floodplain but have a direct
connection to rivers in the Upper Colorado River Basin (e.g.,
Elkhead Reservoir, Highline Reservoir, and others) will be equipped
with a fish control structure or device before the continued
stocking of nonnative, warmwater fish species will be allowed.

V. STOCKING OF NONNATIVE FISHES THAT PRESENTLY OCCUR BUT ARE NOT MANAGED
IN THE UPPER COLORADO RIVER BASIN+

Stocking of nonnative fishes that are not managed in the Upper Basin at
the present time will require evaluation on a case-by-case basis to
ensure that the proposed stocking of these fishes will not adversely
affect the endangered fishes.

1. Requests to stock nonnative fish species that are not presently
managed by stocking in the Upper Basin (Table 2) in locations or
situations not listed in Table I will be evaluated on a case-by-
case basis.

5
