William McDonald
Director
Colorado Water Conservation Board
823 State Centennial Building
1313 Sherman Street
Denver CO 80203

Dear Bi 11 :

We recently received a copy of the "Interim Report, South Platte
River Basin Assessment" prepared for the Board by Woodwilrd-Clyde and
issued during August. We haven't had an opportunity to. review the
report to any significant depth, but i.t appears initiany the study was
well directed and has probably achieved its objective, especially when
one considers the constraint that currently available information be
utilized in its preparation.

Unfortunately, I fear that such a constraint may have precluded
adequate consideration of additional development which may be warranted
here in our area of particular interest -- Clear Creek.

As you are possibly aware, this stream is rapidly becoming a major
supplier of water to meet municipal and industrial needs in the western
metropolitan Denver area. Clear Creek has long been heavily utilized for
agricultural purposes, and the additional demands now placed upon it for
municipal and industrial purposes have resulted in one of the most com-
petitive situations for water rights in the State of Colorado.

Because of this, there seems to be a growing feeling among users
in this area that it will be necessary for us to band together in some
fashion to construct a large reservoir facility on or near Clear Creek
to assist in maximizing yield from the stream. Unfortunately, the
exceedingly competitive nature of our respective operations has precluded
us from organizing a group to pursue construction of such a reservoir
effectively. For that reason, no such proposal was available to Woodward-
Clyde for the inclusion in their August report.
