'..il'1 <br />.",~ .,) <br />'(.;/ <br /> <br />Mr. Bill McDonald, Director <br />Colorado Water Conservation Board <br />1313 Sherman Street, Room 823 <br />Denver, CO 80203 <br /> <br />RE: Interim Report: South Platte <br />Water Supply Assessment <br /> <br />Dear Mr. McDonald: <br /> <br />On behalf of the District Six Water Users Association and the St. Vrain & Left <br />Hand Water Conservancy District, I would like to submit the following comments <br />to you concerning South Platte Water Supply Assessment Study which was done by <br />Woodward-Clyde Consultants. Generally, it is our opinion that the study is <br />thorough and detailed in scope, well prepared and impartial. If possible, the <br />consultant might address some minor items set forth in the report. <br /> <br />1. Concerning the economics as presented in the report, the revenues <br />generated per tap of raw water processed might be examined more <br />closely in that it is our. understanding that the value of raw water <br />for municipal-industrial use is higher then the values the <br />consultant used in the report. The consultant might also check <br />the values for supplemental irrigation water in the same 1 ight. <br />Specifically, I am speaking of the value of irrigation water as <br />it relates to util ization of storage water. Through irrigation <br />schedul ing via storage water the farmers efficiency should be <br />increased thereby requiring less water to raise the same crop thus <br />saving water for industrial and municipal use. <br /> <br />2. Secondly, the consultant might try to quantify the benefits resulting <br />from the return flows that accrue from the upper mainstream storage <br />and the tributary storage as they relate to the downstream mainstream <br />water users. <br /> <br />I real.ize that the comments set forth may not be in the scope of services for <br />the interim report for the South Platte Water Supply Assessment. As I said <br />before, generally we are highly pleased with the report and think it will help <br />all water users in the South Platte drainage basins with respect to setting <br />priorities on the construction of these new dams and reservoirs. <br /> <br />Thank you for the opportunity to submit our comments.
