It appe .'rs that these al terna ti ves <br />should be divided by subbasin or subregion within the South <br />Platte. For example, there i". little point in comparing <br />Grey Mountain to Two Forks si,.!ce the two would not meet <br />the same needs. Fur-thermore, it appears that a serious error <br />is introduced by assuming the same value for irrigation, <br />municipal, and industrial supplies throughout the basin. <br /> <br />Alternative.3 - Storage of Mountain Tributary Flows in Geer <br />Canyon, CoffinLop, and GL-ey l'~oLlll'ta.in ReS81.-voiL-S.. Once d9ain <br />the statement is made that it would be possible to divert <br />and deliver 40,000 acre-feet and to oonsumptively use a total <br />of 13,400 acre-feet in these subbasins, whioh is equivalent <br />to 34 percent of Doe undeveloped flow in this tributary area. <br />A reference is needed for the diversion and delivery of 40,000 <br />acre-feet. Furthermore, only one use is assumed and that <br />results in the low consumptive use of 13,400 acre-feet. <br />Regarding Grey Mountain, the report states "the proposed Grey <br />Mountain Reservoir on the Cache la Poudre River west of Fort <br />Collins would have an active storage capacity of 200,000 acre- <br />feet. An estimated 17,000 acre-feet of water would be <br />delivered annually for municipal supplies, 5,700 acre-feet <br />of which would be oonsumptively used (Table 17)." We would <br />like to see a reference provided for this statement. <br /> <br />In consideration of alternafives for the Cache la Poudre <br />River,the Idylwilde.Project on the Up?er Poudre was not <br />considered, and it appears .that it should be considered <br />along with Grey Mountain. Because the iegislature has <br />authorized a feasibility study on the Poudre above Fort <br />Collins, it may be appropriate to. consider this as a separate <br />alternative, and the combination of Geer Canyon and Coffintop <br />as a separate alternative. : <br /> <br />A feasibility study on expansion of Halligan Reservoir was <br />prepared several years ago, and this shQuld be considered <br />in one of the alternatives. The benefits of:...a Poudre River <br />reservoir include flood control, and better water management <br />capabilities for the basin. These should be mentioned, <br />at least. <br /> <br />Alternative 4 - Expansion of Existing Facilities. This <br />alternative includes (1) increasing storage capacities of <br />Gross, Ralston, Stanley and Marston Reservoirs, (2) <br />increasing the capacities within Chatfield, Cherry Creek <br />and Bear Creek Reservoirs, (3) increasing storage capacities <br />for reservoirs operating within the Colorado-Big Thompson <br />Project, and (4) increasing capacities of major irrigation <br />reservoirs in the Lower South Platte (see Alternative 6) . <br /> <br />8 <br />
