<br />In the Colorado River Basin Project Act, ?L 90-537, Congress declared
<br />that the satisfaction of the requirements of the Mexican ~ater Treaty
<br />from the Colorado River constitutes a national obligation which shall
<br />be the first obligation of any wat~r augmentation ?roject authorized
<br />by the Congress. In the Conference Repo:t on that Act (Report #1361, l
<br />House of Representatives. 90th Congress, 2nd Session), it is stated ~
<br />that, when the water supplies and require~ents of the ~estern United
<br />States are det<2.ro.ined (as was done in Int~rior' s "';.:est....ide Study Repor
<br />dated April 1973), che Secretary of the Interior should then proceed
<br />with investigations to dete~ne th~ most economical means of au%mer.t~
<br />the water supply of the Colorado River.

<br />Since January 1976, the ~orth. American Interstate I.'eather ~!Odificationl..
<br />Couhcil has held t....o planning sessions on the Colo-rado Riv~r Weather .
<br />Modification Demonstracion Project in cooperation with the D:.'Iis10n of
<br />At '..-:Jsphe ri.c Wa:er Resourcce ~~a.::.1.ge::cnt, Surea:.:. of R~cla.::.a:i::m. t:. S.
<br />nepart~ent of th~ Interior. 7h~ Council has indicated, at i~~ ~ece~~
<br />1976 Annual ~eeting. full support :or the continuation of ?lannl~g for
<br />this project. as well as other weather modificaticn research and dev~l,
<br />ment programs of the U,S. governoent.

<br />However, the Secretary of Interior does not aave funds in his budget t,
<br />carry out this Congressional Qandate in Fiscal Year 1978. Ir. fact.
<br />planning funds for the one program that a~pears to be, by far, the ~os
<br />economical means for augmenting the river, cloud seecing in the Colora,
<br />River 3asin, have been elioinated from the Bureau of Reclacation1s
<br />Fiscal Year 1978 budget.

<br />The Bureau of Reclac:.ation conducted a li::.ited-scale ....eather ::::odi.:icati,
<br />pilot project in a portion 0: the San Juan countains in ~hc Colora~o
<br />River Basin over five ~inter seasons, ending i~ April 1975. Thereaf:e
<br />i~dependent evaluations ~ere ~ade of the resu::s of the ?ilot proje~:.
<br />In a recently-rele3sed report th~reon, an i~dependent consulti~g firo
<br />arrived at tae significant conclusions that a correctly-desig~ed and
<br />operated ~inter cloud-seeding ?ro~ra~ ~ocld produce a sign~ficant
<br />increase in ?recipit~tion ~h1ch ~ould, in turn, i~c~ease str2a~flc~
<br />in the Colorado River Sasin.
