<br />In the Colorado River Basin Project Act, PL 90-537, Congress declared
<br />that the satisfaction of the requirements of the ~exican Water Treaty
<br />from the Colorado River constitutes 3 national obligation which shall
<br />be the first obligation of any water augmentation project authorized
<br />by the Congress. In the Conf2rence Report on that Act (Report ~861,
<br />House of Representatives, 90th Congress, 2nd Session), it is stated
<br />that, when the water supplies and requirements of the Western United
<br />States are determined (as was done in Interior's "Wescwide Study Report,
<br />dat~d April 1975), the Secretary of the Interior should then proceed
<br />with investigations to determine the most economical means of augmentin~
<br />the water supply of the Colorado River. ,
<br />
<br />However, the Secretary does not have funds in his budget to carry out
<br />this Congressional mandate in Fiscal Year 1978. In fact, planning
<br />funds for the one program that appears to be, by far, the most economica
<br />means for augmenting the river, cloud seeding in the Colorado River
<br />Basin, have been eliminated from the Bureau of Reclamation's Fiscal
<br />Year 1978 budget.

<br />The Bureau of Reclamation conducted a limited-scale weat~er modification
<br />pilot project in a portion of the San Juan ~ountains in the Colcrado
<br />River Basin over five winter seasons, ending in April 1975. Thereaf~er,
<br />independent evaluations were made of the results of the pilot project.
<br />In a recently-released report thereon. an independent consulting firm
<br />arrived at the significant conclusions that a correctly-designed and
<br />operated winter cloud-seeding program would produce a significant
<br />increase in precipitation which would. in turn, increase streamflow
<br />in the Colorado River Basin.

<br />The Bureau of Reclamation has concluded that the next step between the
<br />pilot project and a pe~nent program of cloud-seeding for augmenting
<br />the Colorado River is a large-scale demonstration project, and in1:1al
<br />planning on such a project has been underJay in Fiscal Year 19ii. The
<br />Colorado River Demonst~ation Project is supported by concerned agencies
<br />throughout the basin. As mentioned earlier. however, there are co funds
<br />for continued planning for a demonstra:ion project in the Fiscal Year
<br />1975 3udget.
