<br />SUBJECT: Cooperative Planning for the Colorado River Weather
<br />Modification Demonstration Project, August 4, 1976,

<br />"Word is out" that the Colorado River Weather Hodification
<br />Demonstration Project may be the ans~er to many water supply problems
<br />in the Colorado River Bas!n. Individuals representing federal and
<br />state water resource agencies and districts of the Colorado River ~
<br />Basin have tentatively agreed, by phone. that it is time to proceed
<br />with additional cooperative planning for this Project.
<br />
<br />This Council; with the help of Commissioner Gibert Stamc and
<br />Dr. Archie H. Kahan of the Bureau of Reclamation, IvaI V. Goslin of I
<br />the Upper Colorado River Commission, and R. H. "Bob" Tyner of the
<br />Southwest Water Conservation District of Colorado; has decided to have I
<br />a "brainstorming session" to develop strategies for obtaining R
<br />appropriations for a Cooperative Colorado River Weather Modification
<br />Demonstration Project. In other words, as I have indicated in my past
<br />letters on this subject -- lets "get it on".
<br />
<br />The tentative agenda along with the tentative list of participants
<br />is enclosed. ~y main objective is to accomplish the selection and
<br />authorization of further working committees for the proposed Project.
<br />Therefore, the agenda is designed to get at the objective before the
<br />participants leave and the list of participants have been selected
<br />accordingly.
<br />
<br />I hope this procedure meets with your approval; if so, please
<br />send the participation sheet to me within two weeks. The Council can
<br />only pay for the luncheon and the rent of the meeting room at the
<br />Stouffer Denver Inn. However, I will be happy to make reservations
<br />for you upon receiving the participation sheet.
