Valantine: I will have <br /> <br /> <br />to report to my board and they will have to decide whether to push it. I can <br /> <br /> <br />not make a commitment now. Goslin: I would not want to either. My report on <br /> <br /> <br />this meeting will go to the commission. We would like input from you, whether your <br /> <br /> <br />organization is a member of this Councilor not. <br /> <br /> <br />Summers: How can Bureau appropriations be obtained for this program? <br /> <br /> <br />Kahan: It is not appropriate for a Federal employee to encourage lobbying for <br /> <br /> <br />budgeting, but it is a two year process. If you feel the need to accelerate <br /> <br /> <br />the process, a write-in is one way to accelerate it. The earlier and the more <br /> <br /> <br />convincing the input is and the stronger the evidence that the input has strong <br /> <br />backing the more likely it will be to have clout. Our position should be to , <br /> <br /> <br />find out how best to serve the interest of the public from input by you gentle- <br /> <br /> <br />men. Your participation in planning could insure it would not be a monstrosity <br /> <br /> <br />concocted by Federal Bureaucrats and foisted on the unsuspecting taxpayers. <br /> <br /> <br />Tyner: I think we should all go home and report to our state. We should ask <br /> <br /> <br />this Council to support another meeting and then we can plan for a write-in <br /> <br /> <br />effort next spring at our next meeting. <br /> <br />Valantine: Our people will ask whether all five basins need to be studied, <br /> <br /> <br />or can the same conclusions come from one. We would like justifications for <br /> <br /> <br />all five in writing. Kahan: I can give it to you here and in writing also. <br /> <br /> <br />It has been our experience that it has been a mistake to assume that you can <br /> <br />extrapolate from one area to another. The differences need to be known before <br /> <br /> <br />you can generalize. The more experience we have with orographic cloud seeding, <br /> <br /> <br />the more convinced we become that a mountain range is not a homogeneous entity. <br /> <br /> <br />Each basin can have different characteristics. \ole are not going to invent the <br /> <br /> <br />wheel five times. Also, doing five basins will not cost five times as much as <br /> <br /> <br />doing one basin. (Question from the floor about control areas.)
