Where? When? At what cost? <br /> <br />3, What authority exists to implement the tool? If no authority <br />exists, what would be required? <br /> <br />4, What statutory and constitutional problems, if any, a;re raised <br />by the use of the tool? <br /> <br />5. What allocations and uses of water are likely to result from <br />use of the tool? <br /> <br />It should be reiterated that examination and analysis of any tool <br /> <br />does not imply approval or suggest that the tool be employed, Whether <br /> <br />th~~use, 9(:any-giv~n'-t~~i~,i~~pp;~pr:l,at'e, will depend:;;'-?.?;" the ends <br /> <br />which it could achieve, as depicted by the impact analysis which this <br /> <br />study'~iiloriginate.- and-upon the-p':;bli~ ;sperception of the:desirability of <br /> <br />the trade-offs between different water uses.
