'''000724

Comments

Following are comments related to the execution of Subtask 2.05, Define Water Right
Classes:

· Following is a break down of absolute direct flow decrees in the White River Basin:

Description

Decrees
(cfs)
1,559.60

76.85

495.61

2132.06

Percent
(%))
54

3
17
73

Phase II tied to Irrigated land
Phase II not tied to Irrigated land
Phase III tied to Irrigated land
Subtotal

Other
Total

769.78
2,901.84

26
100

· Regarding Exhibit 1 and the above table, a spot check of the 'Other Right' (water
rights that occur between Line I, All Absolute water rights and Line 2, Absolute
water rights to be modeled in Phase III), indicates they include rights which no longer
operate, are associated with non consumptive activities, or are relatively small
municipal and industrial rights. The following table identifies two of the larger rights
within this group. In addition to those categories described above, the water rights
that were not modeled are expected to include ditches which may currently divert but
were not tied to irrigated land during the 1993 survey. They might be added if the
irrigated acreage data is updated.

Ditch

430809 Meeker Power
Ditch

430888 Rainbow Lake
Ditch

Decree (cfs)
161.88

Comment
No longer operational

31.75

Non Consumptive

· Although not all water rights are included, the Phase III model does estimate 100% of
the consumptive use by irrigation in the basin. This is because all irrigated lands
identified in the 1993 survey are included. Sub tasks 2.10 and 2.11 describe how
100% of the municipal, industrial and storage water use are included in the Phase III
model.

fu=lwlstatemlwhitet\word\mm205.doc

3
