With the exception of the Blanca Wildlife Habitat Area (WHA), our offices <br />were in accord for predicting adverse effects caused by the project division and <br />for recommending related mitigation measures. These predicted effects and <br />mitigation recommendations were presented by the Fish and Wildlife Service <br />representatives during the morning of the subject meeting. TI1e basic elements <br />of that morning's presentation are enclosed. <br /> <br />In an attempt to resolve predictions for adverse effects and related mitigation <br />measures specifically for Blanca WHA, FWS and Bureau of Land Yillnagement (BLM) <br />representatives met during the afternoon of }illrch 10. A mitigation plan encom- <br />passing Blanca WHA was proposed and briefly discussed in the late afternoon of <br />March 10 by representatives of the FlvS, BLM, and Water and Power Resources <br />Service (Water and Power). In our opinion, logical methods were used in pre- <br />dicting the adverse effects and recommending the related mitigation measures for <br />the late afternoon proposal, but some of the calculations and resulting values <br />need refinement. <br /> <br />During the week of Ylinch 16 we have continued to work with the FWS and Bll1 to <br />arrive at a recommended total revised mitigation plan. Enclosed is a copy of <br />that plan. We are naturally aware that mitigation recommendations from the <br />field level will receive higher-level review before the Secretary of the Interior <br />requests concurrence from the Congress on the revised mitigation plan. <br /> <br />Other topics <br />copy of this <br />the meeting. <br /> <br />discussed during the morning of March 10 are also enclosed.
