In other words, things are working pretty well, but <br /> <br />uniformity is needed, not a pessimistic view of don't conduct demonstration or <br />operations on some sectors or regions because we need more research and develop- <br />ment. Also, one could say let's not create volumes and volumes of zero hourly <br />input to justify one more high level regulator agency~: <br />let us back off a little at this point, before a void is created at my office <br />in Las Cruces. What did other individuals, organizations and even Federal <br />, agencies recommend last year and did they deviate a bit. <br />Table 1 through 6 should show a composite of the so-called weather modification <br />experts/policy makers across the country. These tables are the author's summary <br /> <br />of the many pages of testimony on 5.2705,5.3383 and H.R.10039. Although 5.3383 <br /> <br />was the only one that became law, PL94-490, a lot of adviCe is presented in the <br />~ <br /> <br />tables. The obvious needs were: <br /> <br />1. A national policy created by an independent Commission -- almost all, <br />even some Federal agencies, supported this concept. <br />2. A coordinated weather modification effort througll a lead agency that is <br />different than the policy or regulatory agency -- some suggest this, but <br />most care to wait until the Commission says so. <br /> <br />3. Create uniform state regulation instead of Federal control; however, <br />Federal licensing standards may be required. <br /> <br />Future NAIWMC ~uqqestions <br /> <br />The NAIWMC will continue to make recommendations on Federal, 5tate and Local <br /> <br />regulations to arrive at uniformity of weather modification activities and <br /> <br />licensing. The Council will work on' proposed Federal legislation, if and when <br /> <br />asked. In fact, it has already advised some of a rough draft for, a national <br /> <br />effort in cooperation, coordination, development, and control of weather <br />
