In view of the <br /> <br /> <br />hereinbefore referred to express purposes of the Act, the <br /> <br /> <br />River District is at a loss to understand how the end result <br /> <br /> <br />of the studies directed to be made can be arrived at before <br /> <br /> <br />the studies are actually begun. <br /> <br /> <br />c) As final and conclusive evidence the Draft <br /> <br /> <br />documents were the result of a subjective decision, pre- <br /> <br /> <br />ordained before the studies therefor even commenced, the NPS <br /> <br /> <br />officials announced at the September 22, 1979, meeting at <br /> <br /> <br />Craig, in substance, they welcomed comment, such would be <br /> <br /> <br />a~ttached to the Final report and statement, and though such <br /> <br /> <br />Final document would be somewhat revised, the recommendations <br /> <br /> <br />would be the same as expressed in the Draft report.
